Position Title: Director of Compliance
Organization: Charlotte Eye Ear Nose & Throat Associates, P.A.
Location: 6035 Fairview Road, Charlotte, NC 28210

Primary Objective:

This position functions as the Director of Compliance for Charlotte Eye Ear Nose & Throat Associates (CEENTA). As a result, this position has direct access to the Leadership Team and Board of Directors for the purpose of advising and making recommendations about regulatory compliance issues. This position, additionally, has the function of directing CEENTA employees in regulatory compliance; maintaining the effectiveness of the Corporate Compliance Program; serving as primary corporate resource for compliance with applicable federal and state rules and regulations pertaining to the distribution of medical supplies and importing of medical devices; and acting as a consultative resource for all compliance-related issues, including patient privacy, ethics, reimbursement and regulatory issues. The individual who holds the position also oversees OSHA and workplace safety initiatives.

Essential Functions:

  • Disseminate information to and educate CEENTA employees regarding a broad spectrum of compliance related topics (e.g., Fraud and Abuse Laws, HIPAA, HITECH, etc).
  • Maintain a current working knowledge of Federal and State regulations and policies as they affect CEENTA through routine review of various health policy and regulatory resources, including the Federal Register and appropriate internet list serves.
  • Provide education and training about actual, proposed, or pending legislation and regulations that affect operations and identifying operational obstacles to compliance, and work with the Chief Operations Officer to identify and implement solutions.
  • Work with the Compliance Committee to report to the Board of Directors on compliance-related matters as appropriate or whenever called upon to do so.
  • Create/revise applicable CEENTA compliance policies.
  • Measure compliance by conducting routine and/or focused internal audits of policy/procedure adherence as well as coordinating audits generated by external sources.
  • Coordinate follow-up and resolution to CEENTA compliance-related reports/inquiries.
  • Periodically revise the Corporate Compliance Program in light of changes in the organization's needs, and in the statutes, rules, regulations, and requirements of Federal and State health care programs.
  • Manage the external regulatory inquiries and responses, including working with outside counsel.
  • Act as an expert resource for CEENTA quality and patient safety policies/procedures.
  • Serve as a healthcare compliance advisor, making recommendations to physicians and management on healthcare compliance process improvement.
  • Collaborate with Leadership Team to ensure the organization complies with all federal OSHA guidelines, including equipment maintenance and inspection guidelines, as well as appropriate risk management practices.
  • Work with Chief Information Officer in order to ensure that the functions and utilization of the organization's medical information systems and internal networks remain compliant with all healthcare regulations.

Training Period:

Healthcare compliance and privacy training and certifications must be completed within one year of hire.

Education:

  • Bachelor’s degree required.
  • Advanced degree (MHA, MBA, JD, etc) preferred.

Experience:

  • 7+ years healthcare industry related experience required, compliance specific experience preferred.
  • Background in Medicare and Medicaid reimbursement and fraud and abuse laws preferred.
  • In-depth understanding of HIPAA regulations, including the Office of the Inspector General (OIG) annual work plan.

Certificates, Licenses, Registrations:

  • Certification in Healthcare Compliance and Healthcare Privacy preferred; certifications required within one year of hire.
